- 정치학에서, 발안제(發案制) 또는 창안제는 직접민주주의의 한 형태로서, 정수의 선거권자들이 연대 서명을 통해 중요 법률이나 조례의 제 · 개정안이나, 헌법 개정안, 헌장 수정안 등을 행정부나 입법부에 요구할 수 있는 제도를 말한다.
- 발안제는 직접발안제와 간접발안제의 두 가지 형태로 나뉠 수 있다. 직접발안제 하에서는, 법령은 탄원이 제출된 이후에 곧바로 표결에 부쳐진다.
